Qatar has introduced a comprehensive new framework aimed at regulating digital assets, marking a significant step in the nation’s efforts to ensure secure and transparent financial transactions. This initiative, launched by the Qatar Financial Centre (QFC), is designed to bolster both local and international businesses operating within the financial sector.
A Strategic Move Towards Enhanced Financial Security
The new regulations align with Qatar’s Third Financial Sector Strategic Plan, which seeks to modernize the country’s financial landscape while adhering to international standards. Qatar Central Bank Governor, Sheikh Bandar bin Mohammed bin Saoud Al Thani, emphasized that this regulatory framework is crucial for fostering safe operations in the burgeoning digital asset space.
“Launching the 2024 Digital Assets Regulations marks a significant milestone in our journey towards realizing the Third Financial Sector Strategy,” Sheikh Bandar stated.
Qatar’s Commitment to Robust Financial Regulations
Yousuf Mohamed Al-Jaida, CEO of the Qatar Financial Centre, highlighted that the new framework underscores Qatar’s commitment to establishing a strong regulatory environment. This move is expected to attract a greater number of businesses, both domestically and internationally, to the Qatari financial market.
Developed with contributions from industry experts and leaders, the QFC Digital Assets Framework has been in the works since the launch of the QFC Digital Assets Lab in October 2023. The lab has already accepted over 20 startups and fintech companies to test and develop their innovative ideas within a regulated environment.

With the new rules now in place, companies can apply for licenses to offer token services, signaling a new chapter in Qatar’s financial industry. This regulatory advancement is poised to enhance the country’s reputation as a hub for fintech innovation and digital asset management.
